Three things stand out in the June 2026 numbers. ClaudeBot jumped 8 percentage points in a single month (+66%) to become the #2 crawler behind Googlebot — the largest one-month share gain in websearchapi.ai’s tracking history. Googlebot fell below 25% for the first time, continuing a slide from roughly 39% in January. And dedicated AI-search crawling hit a record 10.5% of the mix, led by Claude-SearchBot — evidence that the ecosystem is differentiating into training versus search lanes rather than growing as one undifferentiated mass.

Purpose-level data from Cloudflare Radar tells the same story from another angle: in the 28 days to June 22, 2026, 52.3% of AI crawler requests were for training, while real-time fetches triggered by an actual human question accounted for just 2.6%. The Metric That Broke the Bargain

For twenty-five years, the web ran on an implicit deal: you let crawlers in, and they send you readers. Read the table left to right and the web’s problem is obvious: traditional search takes five to fourteen pages per visitor delivered; AI training crawlers take between a thousand and seventy-three thousand. Read it top to bottom and a second story appears: the ratios are falling. Anthropic’s ratio dropped from 73,000:1 to around 11,000:1 in roughly a year as Claude added search and citation features that actually send clicks. Falling, however, is not the same as fixed — even 11,122:1 is more than two thousand times Google’s March 2026 ratio.

One honest caveat before treating the ratio as a moral scorecard: it partially compares apples to oranges. A training crawl was never intended to generate a referral — its value exchange (your content becomes model capability) is simply invisible to traffic analytics, which is precisely why publishers distrust it. The ratio does not prove AI companies give nothing back; it proves that whatever they give back does not arrive as visitors. That distinction is the entire policy debate in one sentence.

Why This Happened: The Backstory of a Broken Protocol

The deeper cause is that the web’s access-control layer was never designed to carry economics. robots.txt dates to 1994 and can express exactly two things: crawl this, don’t crawl that. It has no field for “crawl this if you pay,” no way to distinguish training from citation from a user’s live request, and no enforcement — it is an honor system. As long as the crawl-for-traffic bargain held, the honor system was fine. Once AI answers began substituting for the click itself, every weakness surfaced at once, and three distinct responses emerged in an eighteen-month span.

Response one: infrastructure enforcement. Cloudflare — which sits in front of roughly a fifth of the web — launched pay-per-crawl on July 1, 2025. A site can now answer a crawler with HTTP 402 Payment Required and a crawler-price header; the crawler either pays (Cloudflare acting as merchant of record) or goes away. Publishers choose allow, charge, or block per crawler. The stick behind it: AI crawlers became blocked by default for new Cloudflare customers, and the company says it blocked 416 billion AI bot requests in the first five months, with over 2.5 million sites disallowing AI training. RSL states the terms; it cannot make anyone honor them — which is why its practical importance depends on infrastructure players like Cloudflare and Fastly wiring it into the enforcement layer they do control.

Response three: evasion. In August 2025, Cloudflare published evidence that Perplexity was using undeclared stealth crawlers to reach content its official bots were blocked from — impersonating a generic Chrome browser on macOS, rotating IPs and autonomous system numbers outside its published ranges, at a scale of 3–6 million requests per day across tens of thousands of domains. Cloudflare delisted Perplexity as a verified bot. The same investigation noted OpenAI’s crawler passed the identical test, stopping when robots.txt said stop. The episode matters less for one company’s reputation than for what it proved structurally: when access rules acquire real economic stakes, some actors will route around them, and detection therefore becomes a product category of its own.

The Bigger Picture: A Toll Road Economy for Machines

Connect this to the two trends we have tracked in earlier posts and the shape of 2026 becomes clearer. First, AI referral traffic — small but premium — is the carrot that complements the crawl-blocking stick. Even advertising is converging on the crawl layer: OpenAI now operates a dedicated OAI-AdsBot solely to validate pages submitted as ChatGPT ads, a bot category that did not exist eighteen months ago.

The web, in short, is splitting into two regimes: an open commons that AI systems may read freely because nobody priced it, and a licensed tier — publishers behind Cloudflare, RSL terms, direct content deals — where machine access is metered. Where your content sits in that split is now a decision, not a default.

What Publishers and Developers Should Do

Decide by purpose, not by brand. The allow/charge/block decision is meaningful only at the purpose level. Blocking GPTBot does not remove you from ChatGPT search (that is OAI-SearchBot), and blocking PerplexityBot does not stop Perplexity-User from fetching a page a user asked about. A defensible 2026 default for a content site: allow search and user-action bots (they cite you and send the premium traffic), and charge or block training bots unless model inclusion is worth more to you than compensation.

Start logging AI crawler traffic now. Whatever pricing or licensing position you eventually take, you will negotiate it with data — which bots hit you, how often, which pages. That time series cannot be reconstructed retroactively; every month you don’t log is evidence you never get back. Cloudflare users get bot analytics built in; on other stacks, filtering server logs on the user agents in the census table above is an afternoon’s work.

Treat robots.txt as a statement, not a defense. Declared bots from the major labs document compliance, and the Perplexity episode shows the exceptions get caught eventually — but only because an infrastructure provider was watching. If access control materially matters to your business, it belongs at the network layer (managed bot rules, WAF), with robots.txt and RSL expressing the policy those controls enforce.

If you build agents, budget for the toll road. Default-deny is spreading — new Cloudflare domains, ad-monetized pages from September 15, 2026 — and an agent that assumes the 2023 open web will hit 402s and blocks. Declared user agents, robots.txt compliance, and payment-header support are becoming table stakes for production agents, not courtesies.
